Sam has over 20 years’ professional experience: from research and analysis, to working at the heart of government, non-government and the private sector. He has in-depth knowledge and practice of strategic planning based on Results-based Management (RBM), monitoring and evaluation (using an assortment of methodologies and international evaluation standards including the OECD Development Assistance Committee and the Donor Committee for Enterprise Development ), institutional leadership, and policy advisory work, applied research and analysis and strategy development. Sam has undertaken numerous ssignments under programmes run by the World Bank, the United Nations Economic Commission for Africa (UNECA), the European Union, the African Peer Review Mechanism (APRM), Danida, Plan Ghana, and Solidaridad West Africa (amongst others). the His country experiences include Ghana, Liberia, Chad, Ethiopia, Sierra Leone, Tanzania, Uganda, Kenya and Rwanda.
